Who is liable if my building collapses and damages a neighbour’s property?

I hired a builder in Malta for renovation work and paid the full agreed amount upon what I understood to be completion, but I’ve since discovered significant quality issues with the work that weren’t immediately obvious. Since I’ve already paid in full, have I lost my ability to hold the builder accountable for this poor-quality work?
