Can I apply for a Malta work permit myself or does my employer have to do it?

My employer has submitted my Single Permit application and I’m currently in Malta, but the application is still being processed. My employer is keen for me to start working right away rather than waiting for full approval. Is it actually legal for me to begin working before the permit is formally approved?
